Lieutenant Colonel Gray is a seasoned public safety leader and manager serving the Commonwealth for the past 36 years. Lieutenant Colonel Gray is the director of the Bureau of Strategic Governance, Virginia State Police. Lieutenant Colonel Gray holds a master’s degree in public safety from the University of Virginia and a bachelor’s degree in behavioral science and human services from Bluefield University. Lieutenant Colonel Gray graduated June 2023, from the FBI National Academy, class #286, and from the Virginia Commonwealth University Commonwealth Leadership Academy in 2024. Lieutenant Colonel Gray also currently serves as the President of the Central Virginia Law Enforcement Chief Executive Association (CVLECEA). Lieutenant Colonel Gray is an experienced executive with a demonstrated history of working in government administration, public and private boards and foundations. He is skilled in management, leadership, tactics, coaching, team building, and service to the Commonwealth.
